This state indicates an unresolvable problem with starting the task
execution on the platform side. The task is therefore put into a special
RunFail state and a message is logged to indicate the issue.

The application request is one more request type that we need to track
based on the original design - a platform can support mutliple
applications.

At the same time I'm extending the resource request structure to include
the application parameter name which should be filled in with this
resource request on execution.

ethereum: add security policy tracking for results and platform

The platform is currently unified with an "application" owner and so
needs to provide a security policy that should be used to protect input
resources for the application.

Likewise the task owner should provide a security policy that will be
used to protect the generated results.

accidental reveals of data by resource owners.
